• Establish, support, fund and staff an organization to implement the downtown civic vision

• Reinforce and create a desirable retail environment.
• Reinforce and create a desirable office environment.
• Enhance and improve the sense of entry and access to downtown.
• Reorganize and improve downtown parking; increase parking as development is achieved.

• Recognize and establish downtown Elyria as an historic district.
• Create attractive downtown housing in historic buildings as the primary means of revitalizing low vacancy buildings.

• Relocate city hall facilities on or near the public square with strong consideration for adaptive reuse historic structures.
• Locate the new justice center downtown in a way the reinforces the historic and architectural character of the public square

• Create a strong, positive image of downtown through connections between and use of historic architecture, river, and resources.
• Reinforce the idea that downtown is the center of Elyria and Lorain County.
• Encourage relocation, investment, and development in the downtown core.
