- Reinforce and create a desirable retail environment.
- Reinforce and create a desirable office environment.
- Enhance and improve the sense of entry and access to downtown.
- Reorganize and improve downtown parking; increase parking as development is achieved.
Historic
- Recognize and establish downtown Elyria as an historic district.
- Create attractive downtown housing in historic buildings as the primary means of revitalizing low vacancy buildings.
Governmental
- Relocate city hall facilities on or near the public square with strong consideration for adaptive reuse historic structures.
- Locate the new justice center downtown in a way the reinforces the historic and architectural character of the public square
Reputation and Image
- Create a strong, positive image of downtown through connections between and use of historic architecture, river, and resources.
- Reinforce the idea that downtown is the center of Elyria and Lorain County.
- Encourage relocation, investment, and development in the downtown core.

- Protection and enhancement of the aesthetic beauty of Ely Square and Cascade Park.
